  1. Melt shortening in large saucepan; brown meat. Add water, bouillon cubes, garlic, salt, allspice, lemon juice and onions. Heat to boiling, stirring occasionally. Reduce heat, cover and simmer until meat is almost tender (1 to 1-1/2 hours). Add potatoes and carrots; heat to boiling. Reduce heat; cover and simmer 40 minutes.
  2. Shake water and flour in tightly covered jar until smooth. Stir into stew; heat to boiling, stirring constantly. Boil and
