  1. Blend flour and lowfat milk in a saucepan, then cook till thick and cool. Put together the butter, shortening, sugar and vanilla; cream well. Add in the cooked mix. Fill the puffs with the filling and sprinkle tops with confectioners' sugar. Fill into puffs. Chill till time to serve.
