  1. Cook seashells till tender, drain. Simmer butter, onions, add in flour and mix well. Add in lowfat milk gradually bring to a boil. Simmer 3 min. Remove from stove, add in balance of ingredients except cheese.Place in 9 x 12 inch casserole. Sprinkle cheese on top. Bake at 350 degrees for 30 min. Serve hot.
