- Heat the butter in a heavy bottom saucepan. Stir in flour, continue to stir. A wire whisk is preferred. When this mix begins to thicken, slowly add in the lowfat milk. Bring to a boil all the while stirring. Add in white pepper and other spices to taste, if you like.
- This sauce is excellent over vegetables particularly cauliflower. After you have steamed the cauliflower, break up the flowerets and pour this sauce over them.
