  1. Place beef in a 4- or possibly 5-qt slow cooker. Combine flour, salt and pepper and sprinkle over beef; toss to coat. Add in remaining ingredients. Cook 8 to 10 hrs on low or possibly 4 to 5 hrs on high. Remove bay leaves. Stir to combine and serve.
