  1. Heat butter in saucepan over low heat, add in flour and stir till smooth. Cook 1 minute while stirring constantly. Gradually stir in lowfat milk while cooking over medium heat till thickened.
  2. Layer 1/2 potato slices, onion, ham, salt, pepper, cheese and white sauce in order given. Repeat second layer. Cover and bake at 350 degrees for 1 hour and 15 min. In order to save time, potatoes can be cooked on stove, also cheese can be melted in the white sauce.
