  1. Prepare a rue in Dutch oven with extra virgin olive oil and flour. Cook till brown, stirring often. Add in onion, green pepper, and garlic. Slowly stir in 1 qt of water. Add in salt, pepper, cumin, and Tobasco. Add in cut up tomatoes, okra, and celery. Cover and cook about 30 min. Add in scallops and simmer another 6 min.
