Directions

  1. Brown beef, onion, and garlic in large skillet. Drain. Then add in 1 1/2 c. water, tomato sauce and paste, sugar, and spices. Cover and simmer 40 min, stirring often. Add in rice and remaining 1/2 c. water, cover and cook 10 min longer. Serve over tortilla chips. Serves 4.
