  1. Mix white corn meal, salt, and boiling water as if making warm water cornbread. Make sufficient to thickly cover the bottom and sides of your casserole dish, also to cover the top of the pie. Brown grnd beef with onion and garlic. Add in green chilies, tomato paste and water. Add in chili pwdr, salt and pepper to taste. Pat corn meal mix onto the bottom and sides of a well-oiled large casserole dish. Leave sufficient to seal the top of the pie. Pour meat mix into center of corn meal. Spoon remaining corn meal mix on top of pie. Wet your fingers and smooth corn meal mix till the meat is completely encased in corn meal. Coat the top of the pie with a small amount of oil. Bake in 350 degree oven until corn meal is browned. Slice and serve with catsup and warm sauce if you like.
