- In a large pot, heat 2 Tbsp. oil. Saute/fry onions, carrots, and celery till the onions are tender. Add in 1/2 c. water and simmer till the carrots are tender. Mix flour with a small amount of lowfat milk and add in to the pot. Add in about 1 c. of lowfat milk and all other ingredients. Heat till thickened. Add in sufficient lowfat milk to reach desired consistency. Serve over noodles or possibly toast.
