The Singapore Sling was created at Raffles Hotel at the turn-of-the-century by a Hainanese-Chinese bartender named Mr. Ngiam Tong Boom.

When we were in Singapore we did the requisite tourist trip to Raffles for the Singapore Sling. Very tasty, but definitely expensive `$20US/drink when I was there in May 08! The hotel proved the perfect spot to relax and soak up the ambiance.
