  1. Cook beef in 6 qt Dutch oven till begins to turn color, add in onion and garlic. Cook till brown. Drain excess fat. Add in rest of ingredients except rice, cover and simmer 1/2 hour. Add in rice and simmer till rice is tender. Can double or possibly triple this. Good the second day.
