  1. Brown grnd beef, onions and celery, drain off fat.
  2. In a large casserole dish, mix the soups, water and soy sauce together and add the meat mix and rice. Cover and bake at 350 degrees for about 1 1/2 hrs or possibly till the rice is done. Top with the chow mein noodles and serve.
  3. NOTES : I got this recipe from my Grandmother. It is very easy to make and very goodtoo. My family likes it a lot.
